- Description
This is an excellent opportunity for a professional Managing Quantity Surveyor who would like to join a reputable growing and dynamic organisation, who value their employees and take pride in serving within the local community. The role will involve working closely with the Commecial, Procurement and Performance Directors to manage the commercial, procurement and buying resources. Your remit will be to maximise gross margins and to assess review and mitigate commercial and contractual risks. You will also take responsibility for maximising cash flow by controlling, measuring and valuating work and ensuring that customers have been invoiced and suppliers have been paid.
Duties and Responsibilities
Safety, Health and Environmental
- Implement and comply with the organisations policy and procedures, this will incluse legal requirements and best practice on projects and within the commercial function.
- Implement Management System, policy and procedures considering all legal requirements.
- Implement best practice.
- Measure: Accident incident rate (AIR) and compliance with SHE policy.
Commercial
- Take responsibility for all commercial and procurement activities including Planned and Capital Works, Response Maintenance, Compliance and Environment across a range of contracts and clients.
- Maximise the planned gross margin on the project and support the achievement of the project's budgeted profitability.
- Appoint contractors and subcontractors and to place orders for materials and plant within delegated authorities.
- Propose, negotiate and agree variations to contracts with customers and suppliers within delegated authorities.
- Implement policies for price, costs and gross margins.
- Measure and value work to support the invoicing of customers and payment to suppliers within delegated authorities.
- Manage the cash flows of the projects to ensure positive cash flow on all contracts.

- Lead on the preparation and submission of tenders to required deadlines, managing all stakeholders to submit compliant and competitive bids
- Actively seek, obtain approval and appoint new subcontractors to assist in the delivery of contracts.
- Agree the progress and value of work with customers and suppliers.
- Raise invoices and manage customers' payments in a timely manner.
- Prepare and manage the VCR process on a monthly reporting basis.
- When necessary run and manage specific contracts if required.
- Report on cash flow versus budget.
- Attend meetings as required to facilitate the role.
- Work with operational, finance and H&S teams to deliver best practice on projects.
- Lead, manage and motivate the project’s commercial and buying staff and to establish its full commercial contribution to the organisation and specifically to ensure that relationships between the project and surveying functions are collaborative.
- Identify and promote best practice throughout the project.
- Carry out any other reasonable Management requests.
People
- Carry out the training and appraisal of staff members.
- Effectively manage staff absence and turnover.
- Develop an organisational culture within the business unit that embodies commitment to excellence and recognises and promotes best practice.
Customer
- Support the generation of tenders and the winning of contracts.
- Assess and mitigate contractual, commercial issues.
- Manage the commercial relationships with customers, contractors and subcontractors and forge excellent working relationships.
- Promote the vision to become a highly respected company in the industry.
Quality
- Assess, control, mitigate and report risks.
- Recognise contractual, commercial risks and propose ways to mitigate them..

- Support the fulfilment of contracts safely, on time, and to the required quality while minimising costs.
- Control, measure and value work.

- Provide regular, accurate, consolidated reports and forecasts for the project you manage.
Qualifications
- BSC in Commercial Management or equivalent qualification.
